Menger, a German immigrant who arrived in the United States in 1847 and settled in San Antonio, pursuing his previous work as a cooper and brewer. William “Bill” P. Hobby served as lieutenant governor of Texas for 18 years (1973-1991). Born in Houston on January 19, 1932, he is the son of former Texas governor William Pettus Hobby, Sr. and Oveta Culp Hobby.
